Petty Officer 2nd Class Gregory Applin of Shoal Cove West, N.L., died after the inflatable boat he was in overturned on Jan. 24, 2025, in the Halifax harbour. Documents obtained through a freedom of information request reveal the boat struck an unlit buoy.
